Abstract

The Hubai River is one of the watersheds located in the Jayapura area. It possesses a complex topographical character, encompassing mountainous regions, plains, and swamps, which significantly influence its hydrological dynamics. In recent years, this area has frequently experienced water overflow due to high-intensity rainfall lasting 1–3 hours, potentially causing floods and damage to surrounding infrastructure and the environment.

This study aims to assess the morphological condition and performance of the Hubai River, as well as to determine the necessary maintenance actions based on field analysis results. The research employs an evaluative-narrative approach, with data collected through field surveys, interviews, and literature studies. The obtained data were analyzed using a scoring evaluation method based on physical and morphological river condition parameters, referring to the Directorate General of Water Resources Circular No. 05/SE/D/2016, which has been modified.

The results indicate that the Hubai River performance index ranges between 40 and 77, reflecting varying conditions from poor to fairly good. Several river segments show channel form degradation and reduced storage capacity due to sedimentation and bank erosion. Based on these findings, the recommended priority maintenance actions include river channel normalization, embankment repair and strengthening, and vegetation planting along the riverbanks to prevent erosion.

These findings highlight the importance of implementing cyclical and sustainable river maintenance to maintain morphological stability, improve hydraulic capacity, and preserve The Hubai River’s function as a flood control system and environmental balance support.
